Building the new documentation system

The documentation build scans the entire checked out svn code for ditamaps based on master ditamaps in the source repository. For instance the Developer's guide's master ditamap is at CORE/zero.devguide.doc/docs/en/toc.ditamap. It creates a master index.html file and transforms the existing html articles in the individual modules and generates the output in the export/docs directory of the book.
